Why California and New York matter
The notable thing about that list is not the exclusions — NV and WA are excluded almost everywhere in this category — it is that California and New York are both open.
Both states legislated against this category recently. California’s AB 831 banned dual-currency sweepstakes casinos from 1 January 2026, and New York enacted a similar ban in December 2025. Those bans are written around the dual-currency model: a free Gold Coin currency alongside a redeemable one.
ZumbaCards runs one currency and no Gold Coins, which is why it remains open in both. That is a structural reason rather than an exemption, and it is worth understanding precisely: the platform is not approved in California or New York. It simply does not match the thing those laws describe.
The regulatory risk is therefore real rather than theoretical. State positions change, definitions get rewritten, and a platform operating without a gaming licence in a contested category can lose access to a state at short notice. Factor that in before building a large balance.
Why 21 and not 18
Most of this category runs at 18+. ZumbaCards sets its own floor at 21, which is stricter than it needs to be and reduces the number of states where its model is contested.

Verification happens at withdrawal
This is the part that catches people. Age and location are checked at redemption, not at signup.
That means an ineligible account can be opened, funded and played normally — and will simply never be able to withdraw. If you are under 21, or in Nevada or Washington, any balance you build is unreachable and the money spent building it is gone.
There is no partial exception, no appeal and no regulator to escalate to, because the platform holds no gaming licence. More on that.
If you move or travel
Eligibility follows where you are, not where you signed up. Playing from an excluded state, or from outside the US, puts the account at risk. Do not use a VPN to access the platform — it will not change the outcome at verification and it gives the operator grounds to close the account outright.
Checking your own status
The definitive answer is the operator’s, not ours. The platform’s terms list current eligibility, and support can confirm a specific state:
- Live chat inside the platform, 24/7
- support@zumbacards.com
- Official terms
If you are planning around eligibility, get the answer in writing by email.
